Not So Fast, California Drivers: Police Warn Against This License Plate Trick

( KSWB/KUSI — Want to add some pizzazz to your vehicle’s license plate? Perhaps a stylish tinted cover or a reflective coating to evade toll road cameras? It might not be worth the risk. In California, even minor modifications like these can lead to a misdemeanor charge.

Under California Vehicle Code Section 4464 (CVC 4464) states that your license plate should be entirely and unmistakably clear. Problems arise from a legal standpoint when vehicle owners try to get overly inventive with their front and rear plates.

The law explained

CVC 4464 is straightforward — do not change your license plate.

Specifically, applying a clear or tinted covering that impairs visibility is prohibited. This law also forbids using reflective sprays or materials designed to evade toll or traffic cameras. Additionally, vinyl wraps commonly known as "skins," along with alterations through paint, are not permitted.

Moreover, attaching false digits or adhesive labels — such as decals — to the license plate or onto the registration sticker is illegal. The same rule applies if you obstruct any portion of the plate with accessories like frames, tow hitches, bicycle racks, or even dirt accumulated during an off-road trip.

Essentially, if neither a police officer nor a red light camera can read it legibly, it would be considered out of compliance.

Penalties for violators

As stated by California officials, breaking CVC 4464 constitutes a misdemeanor, which comes with a penalty of at least a $500 fine. Additionally, if you're found with a modified or obstructed license plate, law enforcement may impound your vehicle and take away your plates, sending them back to the DMV.

“Be prepared to pay for impound fees—and you will end up without license plates,” cautioned officials from the San Diego Police Department. “The license plates belong to the state of California; they are not yours to alter.”

Although certain motorists with modified license plates might receive only a cautionary warning, this isn’t guaranteed every time.

Get ready to incur an extra charge for this custom option. The cost for personalized license plates ranges from $50 to $103 when you first apply. Afterward, expect to pay a yearly renewal fee of $40 to $83, based on which type of plate you choose. Keep in mind these charges are separate from regular vehicle registration costs.

Digital license plates

An alternative choice for California motorists is digital license plates, which have been approved under state legislation. Assembly Bill No. 984 The only supplier of these plates is a technology firm named Reviver Drivers have the choice between a battery-operated model or one that requires wiring directly into the system.

This kind of plate allows for personal customization through various texts, font styles, and options to toggle between light and dark modes. This choice comes with a higher price tag. While prices might differ when bought directly from local dealerships or authorized sellers, the Reviver site shows the plates priced at $899 upfront. Additionally, there is an ongoing plan available for roughly $40 per month.

Regardless of the customization choice you make—or whether you opt for any customization at all—your license plate serves as more than just an add-on for your vehicle; it functions as a legal identifier. In California, it must remain completely visible and unchanged.
